This year marks the 75th anniversary of the founding of the People's Republic of China and is a crucial year for achieving the goals and tasks of the 14th Five-Year Plan. Energy is an important material foundation and driving force for economic and social development. This year's government work report has made new deployments and put forward new requirements for energy and power development: "Strengthening energy resource security," "Promoting carbon peaking and carbon neutrality in a steady and positive manner," "Deepening energy reform, controlling fossil energy consumption, and accelerating the construction of a new energy system"...Around the task objectives, representatives and committee members actively offered suggestions and advice, discussing the high-quality development of the energy and power industry.
Strengthening Energy Resource Security to Serve High-Quality Development
In the first quarter of this year, enterprises accelerated the resumption of work and production, major projects were launched one after another, and the holiday economy was booming...Various places seized the opportunity at the beginning of the year, giving full play to the key role of consumption and investment in steady economic growth, striving for a "good start".
This year's government work report proposes to focus on expanding domestic demand and promoting benign economic cycles. It organically combines the implementation of the strategy of expanding domestic demand with deepening supply-side structural reforms, better coordinating consumption and investment, and enhancing their driving role in economic growth.
To consolidate and enhance the upward trend of economic recovery and continuously promote the achievement of high-quality and reasonable economic growth, representatives and committee members have put forward suggestions on energy supply security and energy infrastructure construction.
Energy projects are characterized by large investment scale, long industrial chains, and a large number of employees, which can effectively drive the development of upstream and downstream enterprises in the industrial chain. Accelerating the construction of major energy projects is not only conducive to enhancing energy security capabilities but also to stimulating investment, expanding domestic demand, enhancing development momentum, and promoting steady economic growth.
Henan, which is in the stage of rapid industrialization and urbanization, has a large potential for electricity demand growth and needs to take multiple measures to improve its energy and power security capabilities. Gao Ke, a deputy station manager of the Xinxiang Substation Operation and Maintenance Station of Henan Xinxiang Power Supply Company and a national people's congress representative, suggested accelerating the construction of new channels for external electricity into Henan and improving the transmission capacity of existing channels to introduce more electricity from outside the province.
As an important infrastructure, the power grid plays an important role in ensuring energy supply and transforming energy advantages into economic advantages. By the end of 2023, the State Grid Corporation had completed a total of 35 ultra-high voltage projects, with a total line length exceeding 46,000 kilometers and a cumulative power transmission exceeding 2.9 trillion kilowatt-hours, providing strong support for the steady and far-reaching development of the economy.
In recent years, China has deeply implemented the regional coordinated development strategy, and the driving force for high-quality development has continued to grow. The government work report mentions "improving the level of regional coordinated development." As regional coordinated development continues to reach new heights, regional energy supply security also requires new ideas and models. Pan Yuping, a member of the National Committee of the Chinese People's Political Consultative Conference and president of the Sichuan Provincial Taiwan Compatriots Association, called on the state to explore a new cross-regional energy security allocation system, formulate a policy system for an energy security community, and support the Chengdu-Chongqing region in jointly building a green renewable energy utilization system based on hydropower.
Regarding strengthening security capabilities in key areas, the government work report emphasizes strengthening energy resource security and increasing the exploration and development of oil, gas, and strategic mineral resources. From the perspective of legislative guarantee, Zhou Yunjie, a national people's congress representative, secretary of the Party committee, chairman of the board of directors, and CEO of Haier Group, proposed a motion on revising the "Draft of the People's Republic of China Energy Law." "Energy is the food of industry and the lifeline of the national economy, and it is related to national economy and people's livelihood and national security." Zhou Yunjie suggested that the state should take energy security as the main line and basic value goal of legislation, accelerate the formulation and passage of the Energy Law, consolidate the value goals and legal system of energy security, and ensure national energy security.
To ensure a secure energy supply, a series of policy documents have been actively issued recently. On March 1, the "Guiding Opinions on the High-Quality Development of Distribution Networks under the New Situation" was issued, proposing that by 2025, the distribution network will have the capacity to accommodate about 500 million kilowatts of distributed new energy and about 12 million charging piles. On February 27, the "Guiding Opinions on Strengthening the Construction of Peak-Shaving and Energy Storage and Intelligent Dispatching Capabilities of Power Grids," jointly issued by the National Development and Reform Commission and the National Energy Administration, was officially released, proposing that by 2027, the power system's regulation capacity will be significantly improved, and the operating scale of pumped storage power stations will reach more than 80 million kilowatts.
